Add the apple cider vinegar, chile de árbol peppers, guajillo peppers, water, cornstarch, minced garlic, black pepper, oregano, salt, cumin, and garlic powder into a blender.
Blend the mixture for 1 to 2 minutes until smooth.
Pour the blended mixture into a medium pot.
Place the pot over medium heat and bring it to a gentle boil.
Allow the sauce to simmer for about 1 minute while stirring occasionally. The cornstarch will slightly thicken the sauce.
Remove the pot from heat and allow the sauce to cool for 8 to 10 minutes.
