Slice the tomatoes and onion. Set them aside.
Heat vegetable oil in a saucepan over medium-low heat.
Add sliced tomatoes and onion.
Add garlic cloves, pasilla chili, and guajillo chili. Fry for 3–4 minutes until softened.
Add sesame seeds and cook for another 60 seconds. This enhances the nutty flavor.
Pour in 1 cup of water. Let it boil for about 5 minutes. Turn off the heat.
Transfer everything to a blender. Add a pinch of salt. Blend until smooth.
Pour the blended sauce back into the saucepan. Cook until thick and rich.
Season both sides of the beef steaks with salt, garlic powder, and black pepper.
In a separate saucepan, cook the steaks over medium heat for about 3 minutes per side until golden brown.
On a serving plate:
Spread the prepared sauce
Add cream cheese
Place cooked rice
Add the beef steaks
Top with shredded Chihuahua cheese
Place the plate in the microwave and heat until the cheese melts completely.
Remove from microwave. Garnish with sliced onion, tomato, and avocado.
